Lowry Redevelopment
The closure of Denver’s 1,866-acre Lowry Air Force Base in September 1994 threatened the long-term stability of Denver and the neighboring city of Aurora. While this type of transition could have spelled economic disaster for some cities, Denver took advantage of the situation and initiated one of the nation’s leading examples of military base redevelopment. Once the federal decision to close Lowry was final, Denver quickly teamed with Aurora to launch a comprehensive effort to plan for Lowry’s redevelopment. The broad collaborative effort reached across government, agency, and private sector lines, and it put substantial authority in the hands of community members. Together, hundreds of citizens, elected officials, and community leaders worked to develop the Lowry Community Reuse Plan. Today Lowry features diverse neighborhoods, a business park, a retail town center, a college campus, and 800 acres of public parks. Denver and Aurora are not only gaining a new tax base, but also a $41-million park system, a new recreation center, public school, library branch, and homes for 10,000 citizens at all income levels as well as employment and educational opportunities for thousands of citizens of all ages.
Denver Regional Council of Governments (DRCOG)
DRCOG is a voluntary association of 52 county and municipal governments in the greater Denver area. Through the council, local governments work together to address issues of regional concern. Those issues include growth and development, transportation, the environment, provision of services to the region's older population, and analysis of economic and development trends. Besides promoting regional cooperation and coordination among local governments, the council resolves common problems, performs regional planning, provides services to its members, and develops a regional view that incorporates the diversity of people and the individual needs and identity of communities. DRCOG’s vision is to enhance and protect the quality of life in the Denver region, creating a place where local officials can solve the region's problems through consensus and collaboration.
The council’s primary goals include:
• Solving problems through consensus and collaboration
• Ensuring the participation of all interested parties throughout the entire process
• Being a flexible organization to meet the needs of the region in an ever-changing
environment
• Developing a regional view that always incorporates the diversity of people and the
individual needs and identity of communities
• Generating trust in the organization by the ethical, respectful, honorable, and honest
behavior of the board and staff
• Championing regional solutions on behalf of constituents
• Encouraging the development of the individual without sacrificing the importance of the
team
