Richmond maintains a number of multi-source funding strategies that reflect partnerships with the corporate community and with non-profits. Unique funding approaches have been applied to fund the performing arts complex, the city’s downtown development district, the Richmond Clean and Safe Program, community clean-ups, health initiatives, and other human service programs. 

The city has the strongest financial reserves in more than twenty years. It recently received an upgrade in its bond rating, and its general obligation bond rating climbed to a “high quality” status. Plus the city has created a higher fund balance, which reduces short-term borrowing. In addition, Richmond received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association.
