To gather critical feedback on the condition of parks, libraries, streetscapes, and private development in San José neighborhoods, the City polls residents every two years in a citywide survey. In 2003, 67% of those who returned the surveys rated the overall condition of their neighborhood as "good" or "excellent," and 57% rated efforts to turn San José’s downtown into an attractive and economically viable city center as "good" or "excellent." The City uses these community surveys to monitor successes and to identify ways to shape future development and public infrastructure projects. Additionally, all City services, including capital projects, adhere to performance measures that evaluate customer satisfaction with specific projects, programs, and services. These measures help ensure that capital projects and programs meet the needs of the residents who use them.
